Sacramento County CPS Drags Feet on Death Case

I’m going to defer to the Sacramento Bee on this one as they have a VERY well written piece. Plus the fact that I have two kids and I firmly believe that crimes against kids should be dealt with in the harshest of manners. Here is a bit of the article…

Nearly five weeks before the beating death of Jahmaurae Allen, his doctor’s call to Child Protective Services about a suspicious, fist-sized swelling and bruise on the 4-year-old’s chest led the agency to call for an “immediate response.”

But it took the social worker six days to meet with the family, according to CPS documents released to The Bee on Wednesday under a new open records law. The worker initially went to the wrong apartment, then left her card twice before finding someone home on June 24, the apartment clean and the bruise not visible in what she described as a “cursory body check.”

The social worker’s next entry was July 21: Jahmaurae’s death.

The case was one in a series of child deaths in which CPS has acknowledged that its own policies and procedures were not followed. For instance, CPS has extensive guidelines on the many steps social workers should take to locate families – including seeking assistance from law enforcement.

Those steps were not followed in at least one other child abuse death detailed in The Bee’s investigation of CPS, published two days before the social worker located Jahmaurae.

K.C. Balbuena, 3, whose mother and male roommate were convicted this year of his 2005 beating death, was never located by a CPS worker who visited the apartment nine times and left her card twice in the days preceding the boy’s death.

CPS officials told The Bee earlier this year that procedures for locating families were not followed in this case.

The agency made the same admission in Jahmaurae’s death.

“In the majority of cases, records show our workers make the right decisions,” said Lynn Frank, head of the county’s Department of Health and Human Services, which oversees CPS.

“In the case of Jahmaurae Allen, we did not adhere to our own high standards,” she said in a statement issued after the boy’s death became public last month.

CPS has been in the news for their like of consistent follow through.  We have children dying.  What’s it going to take to get CPS to realize they have a problem?

The Capital Elector has a great piece outlining the issues at CPS. In my humble opinion, the state should appoint a 3 person panel and swiftly reconstruct the entire CPS upper management organization.

    get the idiot judges to believe their pack of lies and the idiot judge doesn’t allow for rebuttal from the ones that are being lied about. If this wasn’t the CPS dog and pony show with the judges the little men stuffed into tiny cars, maybe just maybe some justice would come for the children.

    And don’t think that just because the child is placed into an “approved” foster home means they are safe. There is more than physical abuse going on in many of the foster homes. One I know of personally is your basic “child slavery” home. Try to call and complain about a foster home? They want your name and number and investigate YOU before even investigating the abusive foster home.

    CPS and their “workers” should all be shit canned and taken over by people who really care for the children. They are nothing but child stealers. Got a young blond infant? Guard him/her with your life cuz they have families lined up willing to pay them good money to adopt YOUR baby and the judges allow them to do this under the guise of “child welfare”. My ass

    It dosen’t suprise me to hear about the bad things that they are doing. There is a case here in stockton Ca where they lied on a mother to get her little girl from her. they wanted to amputate the little girls leg against the medical advice of several doctors and against the mother’s wishes and then last year was refusing to give thew little girl her much needed blood thinners which almost killed this little girl when she developed huge blood clots in the chest area which exploded. As if that wasn’t enough the when the little girl tried to kill herself via her grandmother’s medication, the cps workers lied and said the medication was givven to the child by the mother. And the person who the child is currently placed with (the grandmother) is a drug abusing drunk. Worst yet the little grl has KTS and has pain. KTS could easily turn into cancer via all the stress the little girl is going through. But, CPS dosent care and niether dose Judge Alva.
