The popular vote in the US does not elect the President, the Electoral College does. Different States have different ways of selecting and awarding their Electors. In California, the winner takes all 55 votes. All 55 of California’s Electors have been awarded to the Democrat candidate in the last four Presidential elections.
Here’s how California Selects its Electors:
On or before October 1 of the presidential election year, each party’s nominee must file a list containing the names, addresses, and telephone numbers of the 55 electors pledges to him/her. Each party determines its own method for selecting electors.
In the Democratic Party, each congressional nominee and each US Senate nominee (determined by the last two elections) designates one elector.
In the Republican Party, the nominees for governor, lieutenant governor, treasurer, controller, attorney general, secretary of state, United States Senators (again, going back two elections) the Senate and Assembly GOP leaders, all elected officers of the GOP state central committee, the national committeeman and committeewoman, the president of the GOP county central committee chairmen’s organization and the chair or president of each GOP volunteer organization officially recognized by the state central committee act as electors.
No incumbent Senators, congressional representatives or persons holding an office of trust or profit of the United States can serve as electors.
American Independent electors are selected at the party’s nominating convention, as are those of the Green, Libertarian, Natural Law, and Peace & Freedom parties, who further specify a 50/50 ratio of men and women. source
Once the votes are counted, all 55 are awarded to the winning party. Although a majority of California is conservative geographically, it is more liberal based on the numbers. The Democratic majorities are concentrated in big cities like Los Angeles and San Francisco and they control the outcome for the entire State. Unlike the current system, proportional allocation of Electors based on district vote counts would insure the minority party’s votes counted.
The Presidential Election Reform Act was an initiative that would have allocated California’s Electors according to the proportional vote in the State so regardless of which party had a majority, some Electors would go to the opposing candidate.
California awards its cache of 55 electoral votes to the statewide winner in presidential elections — the largest single prize in the nation. But under the proposal, the statewide winner would get only two electoral votes.
The rest would be distributed to the winning candidate in each of the state’s congressional districts. In effect, that would create 53 races, each with one electoral vote up for grabs.
The left-leaning state has voted Democratic in the last four presidential elections. But the change — if it qualifies for one of two primary ballots next year and is approved by voters — would mean that a Republican would be positioned the following November to snatch 20 or more electoral votes in GOP-leaning districts. source
Since it did not qualify for the June 2008 statewide ballot, it will not affect the outcome of the 2008 Presidential election, leaving conservatives without a voice. What it boils down to in California is that if you are not voting for Obama, don’t waste your time voting because your vote doesn’t count.
